Windham still owes paver $23,000

Commission recently voted to contribute $38,000 to the balance that the Windham Rail Trail Alliance owes for paving the rail trail. Tate Bros. Paving Service of Hudson is still owed $23,000 for the final paving, done in 2008. Company owner Bill Tate said
